Panama-Buena Vista Union School District Scholarship Endowment Fund
Established in 1875, the original district housed a mere 11 students in makeshift lean-to structures at various locations. Today, the student population numbers over 17,000, and pupils from Pre-kindergarten through eighth grade receive instruction in the most modern of facilities.

Our mission is to provide quality learning opportunities for every student by supporting teachers through mentoring and high quality appropriate professional development. Curriculum specialists, principals, and categorical program specialists facilitate in-depth, structured and consistent support to all our teachers as they provide standards based instruction to educate our changing student population.

Kevin Silberberg is the current Superintendent of Schools for the Panama Buena Vista Union School District. He took over the position vacated by recently retired Superintendent Kip Hearron. Silberberg was the previous Superintendent of the Standard School District, a much smaller school district in Oildale, where he served for six years. Standard has four schools and 2,850 students. Panama has 16,732 students at 24 schools. Kevin has given frequent consulting, training, and keynote presentations for school districts, businesses and organizations. He has been recognized for his expertise by being selected as a consultant for Microsoft, Xerox Corporation, statewide committees within ACSA, and site reviewer for state and national school award programs. Kevin’s personal motto for the PBVUSD is: Every Child, Every Day, at Every School!
He has received numerous awards for school leadership from school districts, universities, the Association of California School Administrators, and state and federal departments of education. Kevin was born in 1959, to his parents, George and Pat Silberberg. Kevin received his B.A. and M.A. from Point Loma College in 1976 and his Ed.D. from Pepperdine University. Kevin is married to his wife Dawn and they have three children.
